The system of affordable housing is build to explore the construction of indemnificatoryhousing. The original consideration of this system is to solve the Housing Problem of theLow-income Families. From the day it came into, it received the attention a lot. The relativelyinexpensive selling price has met housing need of some of housing difficult families.However, the system of affordable housing has some disadvantages on its initial design, aswell as lots of problems, such as supervision measure come out. It was denounced broadlyand demanded to cancel at one time. State Council and relevant state departmentscontinuously put forward the adjustment scheme on the problem of the system of affordablehousing, but there are still some problems unsolved. Through studying our 《AffordableHousing Management Regulation》 and other regulations in recent years, it is not hard to findthe main problems that the system of affordable housing generated conclude constructing bynon-mercerization means, causing Dual-pricing System of market and price, inducingrent-seeking by power; Ensuring targets and ensuring standards are not clear to define, andhard to carry out; lack of withdraw from mechanism; location disadvantage and imperfectinfrastructure facilities make affordable houses are not to be well sold. The paper mainlycenters on the above mentioned problems and provide proposals on constructing the market ofaffordable housing, innovating the certification standards, establishing withdraw mechanismand common property order. Therefore, the author believes the affordable housing problemsshould be reformed and perfected instead of canceling. Only in this way, will the target ofconstructing indemnificatory housing be realized smoothly.
