The supervision of capital adequacy to the state-owned commercial banks was discussed in this thesis. Firstly, the content of bank capital and the importance of capital adequacy supervision were verified. Secondly, after analyzing the development of Basle Accord, the outcome was that: the supervision of capital adequacy was taken seriously in the world banking industry, it is undertaking with the effective internal control mechanism and the perfect supervisory system so as to safeguard banks from risks. Thirdly, after the analysis of history, problems and reasons of capital adequacy to the state-owned commercial banks, there came'the conclusion: the capital inadequacy of the state-owned commercial banks resulted from bad loans directly, and the key reason in depth was equity institution. Lastly, there was advice for the improvement of supervision of capital adequacy to the state-owned commercial banks: there were two ways to raise the capital adequacy ratio. One is to increase the capital amount and lower the bad loans. The other is to reform the equity institution, set up the effective internal control mechanism, protect banks from risks and establish a complete credit rating system.It is useful to study the capital adequacy ratio for the state-owned commercial banks regarding the high ratio of bad loans and the opening of China banking industry to foreign banks. The comparative analysis and the research with real figures were used in the thesis. There was advice to the supervision of capital adequacy to the state-owned commercial banks, and was hopefully to be useful.
