| The food problem is a global one. AS for china, the country of the largest population in the world, food is so vital that it has much to do with the country's security, the national economy, the people's life and the society's stability. This is why much importance has always been attached to the food problem by our government and theorists.Since the new china came into being, our government has carried out the policy of "taking grain production as key link" and "losing no time in grain production ". With the reform-and -opening-up policy, great changes have taken place in the rural economy and the people's old dream of "being well fed and well clothed with a rich storehouse " has come true. Gone are the days when food supply was in shortage. Now we often have an abundant year and could keep food supply and demand in balance. However, some people including some leaders, Who think that we have too much grain and there is no such thing as food problem, have claimed,"The adjustment of agricultural structure means nothing more than a decrease of grain production, while to free ourselves from old ideas means to grow as less grain as possible." Some other people even think that China has entered the WTO and we should take advantage of the international grain market, where grains are higher in quality and lower in price than ours. They have claimed to abandon the self-sufficient policy of grain and to carry out import strategy. All these ideas and concepts, I think, have broken away from the situation of our country and the conditions of our grain production. They are very harmful.Having made an elaborate investigation into the situation and analyzed the conditions of our grain production, the Party and the government leaders have pointed out in the document of (suggestions For The Making Of The Tenth Five-Year-Plan Of The National Economy And The Social Development By CPC }, which was approved in the 5th Plenary Meeting of the 15th central committee of the CPC ,"Pay close attention to the preservation and promotion of the grain production, Get up reliable bases of commercial grain and form a food security system to meet the demands of the socialistmarket economy in our national situation in order to keep the supply and demand of grains in balance." It is the first time that the food security system is mentioned in the Party's literature. And this document is the key link and guiding principle in the grain work in the 2l" century. We can see that the Central Party Committee has long been aware of the great economic and political significance of the food security.Here up on, my paper is trying to make a systematic study of the food security of country in the new situation of our country's practicing market economy and having been in the WTO. Based on a full understanding of the connotation of the food security of the our country, my paper has analyzed the present situation and conditions of the food security, evaluated the insecure factors, criticized some one-sided views on the food problems, and finally found some measures to preserve our country's food securityMy paper is divided into five parts: (1) Introduction and definition of the "food security " of the FAO, followed by the illustration of the connotation of our country's food security in the new situation of our country's being in the WTO; (2) Emphasis on the "food security ", which is under the necessity of meeting the supply and demand of the people, the strategical adjustment of the agricultural structure and the requirements of our country's being in the WTO, and which is ideological innovation in the food problem; (3) Analysis on the condition of the food supply and food demand, the rate of the food self-sufficiency, the food storage concerning our country's food security situation and conditions so as to draw a conclusion of our food security being in good condition; (4) Analysis on the insecure factors concerning the food problems of our country; (5) Discussion on some practical measures in preservation of the food security...
