A Policy Study On The Intergovernmental Grant From The Central Government To The West Region In China

Under the West Development background,the thesis aims at the research on intergovernmental grants policies toward the west region. The basic logic line is :through the research on intergovernmental grant in our country,some common laws can be drawn. Based on and guided by these laws,the thesis can further go into the research on the intergovernmental grants policies toward the west region. Through the analysis of the basic theories of financial grants and its current situation and aim in our country,as well as the comparison between several nations,the thesis brings forward the reform guidelines,principles and aims of our nation' s intergovernmental grants. Further,based on the discussing of the realistic economic situation in the west region,the thesis brings up the ways of intergovernmental grants toward the west region,saying that the west region should gets mainly conditional grant,and takes the unconditional grant as supplement. During the process of analyzing its reasons,in the terms of logic,the thesis proceeds from international to the domestic,from the whole nation to the west region,from under system to system itself;in the terms of contents,the thesis respectively uses relevant theories of micro-economics,public economics and institutional economics as well as the most newly research result named "flypaper effect" in the field of financial grants. After that,the thesis discusses about choosing the mode of the conditional and unconditional grants. As far as conditional grant is concerned,the thesis analyses the several needed fields. At last,it gives some relevant policy suggestions which can enable the intergovernmental grants toward the west region to be scientific and efficient.The research on intergovernmental grants toward the west region is a new subject following the reinforcement of the west region development strategy. The thesis' s innovation mainly lies in the following:Through the analyses of the intergovernmental grant in the whole country and absorbing other countries' experience,it draws some common laws which is vital to the research on intergovernmental grants toward the west region after setting up the aim of our national financial grant,which is to enhance the equalization of the whole nation's public service,different with the ordinary idea of using the unconditional grants to achieve this aim,the thesis points out that regionality and phase should be noticed when grant is implemented toward specific region,and discusses the relations between aim and means of grant,combining with the improvement reality of the west region,viewing the matter from a angle of the relation between efficiency and fairness,direct short-term aim and final long-term aim,the thesis says that the west region should gets mainly conditional grant,and takes the unconditional grant as supplement,which can achieve fairness on the basis of improvement of efficiency. By doing this,not only the economic strength will be enhanced in an all-around way,but also the aim of fairness will be obtained,which is more efficient than directly focusing on fairness.
