Chapter I. International Experiences in Regional Economic Development and their Implications1. Analyzing country experiences. Regional economic imbalance is a common phenomenon in the industrialization process in many countries. Different countries have made various efforts according to their national conditions to achieve comprehensive development by reducing regional gaps and have accumulated a lot of experiences. In this article the author analyzes some typical international experiences in developing regional economy in seven countries such as in the West of the U.S., the middle and western regions in Mexico and Siberia in the former Soviet Union.2. Looking for common principles and implications in regional development. (1) The expansion dependent on developed regions is necessary and successful; (2) Market mechanisms play a basic role in eliminating dualistic regional structure; (3) National governments to different degrees have guided regional development though government mandatory planning is not successful.Chapter II. History and Current Situation of Developing Western Regions in China1. Brief Review of economic development in the western regions in China. Economic backwardness in the West China is a result in a long history. After the liberation, the Central government launched construction campaigns in the western regions through the lever of economic planning, and as a result social and economic conditions in the region have undergone historic changes. After the reform and the opening-up, economy in the region has gained profound growth though the east-west gap remains very large and tends to grow. To turn around the situation, the Central Committee of the Chinese Communist Party pointed out that it should be made clear the whole Party and the people that we must seize the opportunity to accelerate the development in central and western regions in China, particularly to study the development of West China. It then put forward its "go-west" strategy.2. Analyzing the background of launching "go-west" strategy. The "go-west" strategy was proposed against the background that China was moving to a market economy which on the one hand gives a strong impetus to growth but on the other hand generates inevitably regional non-equilibriums between the East and the West.7Therefore the mechanisms of the government as well as of the market must play their role respectively and be brought into force together in a correct manner to transform the economic backwardness and enhance a comprehensive national economic development. 3. Expounding the significance of the "go-west" strategy. After briefing the strategic goals, guidelines and policies of the "go-west" strategy, the author emphasizes that it has great significance in enhancing comprehensive national socio-economic development; in achieving the goals of a comprehensive "xiaokang" society, and in promoting solidarity of ethnic groups, social stability and safe borders. It is not a strategy purely for technological advances and economic development, but rather is a historical opportunity for China to move from poor conditions to wealth and civilization, and a revolutionary transformation to build a civilized, democratic modern China.Chapter III.
