Great west region development is a great strategic plan of national economic and social development of our country in 21st century. In order to carry out and fulfill the strategic plan of Party's Central Committee and the State Council, the Ministry of Communications put forward the general target and construction emphases of speeding up highway and waterway transportation development in west region. Each province, city and autonomous region in west region also brought forward further corresponding developing target and plan on its base so as to support and promote national economic and social development in west region. The aim of this research article is to quantify and estimate the contribution of highway and waterway transportation development in west region to national economic and social development in west region and display the important significance of speeding up highway and waterway transportation development in great west region development so as to provide reference for decision making of transportation development in west region.This research article will first analyze the multiple effects of transportation development and define the main estimation scope and general evaluation index of the contribution of transportation development to national economic development, and then make further study of basic theory and general method of economic contribution estimation. It will then take the developing history and developing plan of national economic and transport of each province, city and autonomous region in the west region as the base to specifically estimate the contribution and contribution rate of highway and waterway transportation development in the west region to national economic development in west region.According to the opinion of this research article, the contribution of speeding up highway and waterway transportation in the west region to national economic development in west region is great. Judging from total contribution amount (not counting forward spreading effect), the contribution of highway and waterway transportation industry to GDP from 2001 to 2005 is RMB 345.0-435.2 billion thatpulls GDP increase by 1.26%-0.96%. Of which, the first round pulling effect is 0.57%-0.44%. Judging from contribution equivalent (not counting forward spreading effect), each RMB one Yuan investment in highway and waterway construction industry in 2001-2005 will directly create added value of RMB 0.29 Yuan. The resulting backward spreading effect is RMB 0.71 Yuan and consumptive wave effect is RMB 1.2 Yuan. The completion of RMB 1 Yuan passenger or cargo transportation production value in highway and waterway transportation industry will directly create added value of RMB 0.56 Yuan. The resulting backward spreading effect is RMB 0.44 Yuan and consumptive wave effect is RMB 1.2 Yuan.According to the opinion of this research article, the greatest contribution of speeding up highway and waterway transportation development in the west region to national economic development in west region rests in the supporting role of highway and waterway transportation industry to national economic development, namely forward spreading effect. The highway and waterway transportation industry support from 2001 to 2005 would complete 63%-53 % GDP. Such supporting effect cannot be expected by any other industry.At the same time of pulling GDP increase, the speeding up of highway and waterway transportation development in the west region will also create large amount of employment chances. Judging from total employment amount, the employment chances (not counting forward spreading sections) created by highway and waterway transportation from 2001 to 2005 is 15.57-14.71 million and its contribution rate to employment is 8.27-6.93%.
