With joining in WTO and establishing the socialist marketing economy system in our country step by step, the state enterprise, a support of Chinese national economy .is coming into a reforming phase. Among which a key link is the problem of building state enterprise idea. This paper historically reviews the growing course of the Chinese state enterprise idea and puts up a systematic considering .On the basis of which, the paper discusses the basic rule of building state enterprise idea with the demand of the times.The whole article contains five parts.Part 1 .'Discussing the realistic value of Chinese state enterprise.
