The construction of expressway was started from mid-1980s in China,and Shanghai-Jiaxing Expressway open to traffic in 1988 signalized the zero outbreak in the area of expressway construction of China's mainland. Up until now,great progress has been made with the total mileage topping the second place in the world at the end of 2001. It would be expected to keep fast growing in the 21st century and earn a charming and fruitful prospect.With the development of construction and the formation of the expressway network,it is urgent to set up a series of operation and management mode. Under the background of the lack of such experience and the backlog of the laws and regulations,a lot of different modes were tested and practiced with many lessons being learned .The inefficiency of such O&M modes was criticized as a big social focus. It is of great importance and necessity to reform and refresh the O&M modes experienced among the most of the provinces and regions to pull forth the level of service with efficiency and to cater for the demand of customers and to eliminate the obstacles of development of expressway management system. Its main objective is to exert the social and economical benefits of construction of expressways through a system of highly efficient and well-organized O&M mode.Based on the above understandings ,this paper analyses the necessity and the principles of defining the framework of O&M mode,probes into the difficulties in the area of management system based on the brief introduction of the development of expressway at the macro viewpoint. The paper summarized the experiences of Jiangsu province as a case study and made conclusions on the main points of reform framework. Based on the research results,the paper gives the directions on the future policy development tendency and also makes suggestions of future study on the subject of the future development of O&M modes.
