Study On The New Mode In Road Administration Of Expressway Management

Expressway management basically consist of road administration, traffic management in administrative management and toll , maintenance , servings management in operation .Under the actual managerial system of expressway management in our country, expressway operation enterprise represent three main traits : government attribute , enterprise character and many conflicts in internal management . It appears as two subjects of law enforcement in administrative management :one carries out the law related expressway , the other executes the law of traffic safe . Obviously when they fulfil personal responsibility, so many inconsistencies arises. During quite long time , this phenomenon brings a big puzzled in expressway management and restricts the development of it .How to solve this problem ? We need to pay more attention to it.In this paper ,we using the theoretics of administrative management ,business management and administrative jurisprudence to analyse the deep cause of formation for this problem .Then we base on the theory of management integration in enterprise to solve it. And we consider there will be a new way of two subjects of law enforcement combining each other . Meanwhile , at the basis of theory , we take the "HUBEI JINGZHU EXPRESSWAY " for example and more testify this method to be good for this problem .We discuss the characteristic of expressway management , research the speciality of expressway operation enterprise and analyse the problems which it faced . Meanwhile we particularly analyse the function of road administration and traffic management in order to solve the problem better. By detailed analysis, the dissertation concludes that: "the new mode of road administration is effective manner to improve the level of expressway operation enterprise management . At last , we conclude that establishing synthesis system of road administration for expressway management will be a direction for development.
