On The Public Participation In Environmental Administration

In 21th century, the environmental pollution has threatened our human being's development and subsistence. For the above-mentioned social background, people began to find a more effective way to remedy the defect of traditional regulatory regime of environment. People find that environmental protect not has scientific and technical color, but also concerns the distribution of interest of different interest group. As the innocent suffer of polluted environment, the public has the right to join in the environmental management and protect the environmental right. So it is an important question that how to design the system properly and how to make the public participate the different stages of environmental administration. Public participation provides an effective means to supervise the enterprises and administrative organs.Based on the analysis of this law system of the western countries, the article makes a probe into the positive role of the system and its feasibility in China. In the last part, the article mapped out the structure of the public participation system of our country.
