The development of it, while bringing the economic boom and the ethnologic culture protection to those minority tourism receptions, will probably result in negative effect on the society and culture. So it is important to research the theory on exploitation and protection of the national culture resources for the minority district.View from the early research, the system of the theory on exploiting and layout is inchoate. They pay more attention to the economy than the culture. Only use the economic method will ignore the culture connotation of the tourism and can't analyze the effect on society culture bring by the tourism, all of those will be bad to the continuable development of the tourism.This paper put forward that it should apply many theories and methods of some subjects, especially the culture anthropology, in exploiting the national tourism resources. And taking Lugu Lake area as an example, discusses both the pattern of protecting the national tourism resources and the mode of exploiting them in the minority area from the view of culture anthropology.
