Comparison And Study Of Modern Custom Systems Between China And U.S.

Great changes in international politics, economy, trade, finance, transportation and other fields have taken place in recent twenty years, which affects the custom's work directly and indirectly. The traditional management guideline and supervion of custom cannot meet with the development of the society and the requirements for custom's reform by governments and enterprises are increasing day by day. The customs in U. S. keep up with the trends of the times proposing the conception of establishing modern custom system and conducting different reforms correspondingly with the U. S. modern custom system setup. In order to adopt to the requirements of establishing the market economy system in China, further meet with the demands of reform and opening up, promote the increasing development of foreign trade and join in the internaitonal conventions and rules step by step, the National Custom Directors Meeting in 1994 put forward the proposition of establishing modern custom system and formulated two steps to realize such strategic target: to establish the basic frame of modern custom system by 2005 and accomplish the reform by 2010.The author thinks that the comparison of modern custom systems between China and U. S. has dcertain theoretical and realistic meanings in such backgrounds.The article elaborates the common features of modern custom system and the shortcomings existing in the country's custom system and put forward the basic frame and tasks of the modern custom system in China through the analysis and survey of the modern custom systems in U. S. and China. Becuase the territory is vast in China and the economic development in various regions are different, it is not realistic to push forward the overall modern system reform. While it is feasible to conduct the reform of modern custom system in the frontier and experimental fields of China's refrom and opening up- the bonded zones. Therefore the article finds out the problems existing in the superivsion system of bonded zones and discusses theorectically and practically on the development prospect of the bonded zones based on one of the most important itmes in modern custom system -the difference of supervision system in the free trade zones of U. S. and the bonded zones in China. The articile finally makes deep discussion on how to join in the world, establish and perfect modern custom system after China's entering into WTO so as to satisfy the requirements of economic globalization and free trade and proposes the suggestions on how to amend and perfect China' s custom laws and rules and concerning advice and countermeasures on law enforcement and observation.
