After1980s, financial crises often break out in the world . How to deal with the bad asset in the financial system and how to avoid financial risk , which has been becoming the tide of world. Since the financial crisis of south-eastern Asia broke out. some governments just like Japan ,Malaysia, thought it is very important problem that how to deal with the bad asset in the financial system. The governments hope to find the best strategy to cope with it. In our country , there is not financial crisis. But financial risk has been existed. As while ,there is a great mount of bad asset in the China's State-owned bank .It might be lead to increase the degree of financial risk and destroy the fiduciary system of bank. Moreover, our country has taken part in WTO, opening financial market is our obligation. The bad asset has had influence on competitiveness of our banks. Owing to competition of international bank, we have to set up new bank system. Because of these factors, the question of bad asset has become the important question in our country .In this paper , writer only pay attention to the bad asset owned by states and analyse the reasons,effect and provide some measures.The main work and conclusion in this paper are as follow:(1) There are two kinds of bad asset. One is the production because of failure of the fiscal policy. Another is produced because of the market risk. In this paper , writer mainly pays attention to the first.(2) Setting up AMC to deal with the bad asset is the best method. But there are some questions in the AMC. In writer opinion, AMC may become the agency institution of banks owned by states.(3) New methods have been provided in this paper. For example, setting up new corporation trust fund, reforming pension fund system, atc.(4) Analysing the problem of bad asset in this paper, writer provides some new policies to solve this question.
