The Study On Several Project Financing Problems In China's Electric Power Industry

In the early period of opening reform, there are lot of infrastructure projects to be proceeded in China, but we lack construction capital. Under such situation, the State Council encouraged introducing foreign capital. There are various kinds to introduce foreign capital including project financing. In this thesis, first we introduce the concept of project financing, and then we analyze different aspects of project financing, including the structure of project financing,the models of project financing,the channels of project financing,the risks of project financing and the guarantee of the risks of project financing. We further analyze the detailed situation of project financing in China's power industry through going over the general situation of Yangcheng Power Plant and its Re-loan Agreement of Export Credit . With a large amount of RMB deposit in China and a low loan rate, it will bring the government a great burden to return the foreign credit loan and to use project financing under government guarantee because of its high cost and strict conditions. It is suggested that in the future when we consider credit loans, domestic capital is preferable.
