| As an important branch of the international finance, project financing has already developed into a kind of ripe means for the large-scale project to raise fund fruitfully day by day in the past 30 years. In the 1980s, project financing was recommended getting in our country, and applied in some large-scale domestic and foreign investment projects successfully. Especially, with the high-speed development of the economy of our country in recent years, the fund demand for the infrastructure construction etc. increases, and it becomes a hot issue of our government, business trade and financial trade, how to utilize the way of project financing including BOT mode to raise the fund for economic construction, how to evaluate the risk that project financing faces accurately, how to evaluate the ability of project financing correctly.Project financing is used abroad widely and there is a whole set of technology and method in risk management. But it is to say objectively that not all can be imitated in every country or every similar project. Not only consider the characteristic of the project itself, but also consider the internal and external environment of the project in practice. At present, we are short of the scientific appraisal method of project financing in our country, so I hope to do some beneficial study in this respect.On the basis of analyzing the risk of project financing, this article sets up the index system. Evaluate the ability of project financing with the expert's investigation method and grey systematic theory, and the result is the basis of decision of investment and financing. There are two innovations in this text. Firstly, combine the quantitative method with the qualitative method in the course of whole appraisal; Secondly, carry on overall analysis to project financing.We consider not only the environmental factor, technical scheme, economic intensity of the project, but also financing scheme , credit structure and management structure of the project.
