A Study On The Models Of Funds Raising In China's Waterway Construction

Over the past years, waterway construction in our country has been constrained by the lack of enough funds. With the commencement of 21st century, in order to keep up with steps of rapid development of China's economy, waterway transportation as one of a nations basic industry should be developed properly. The expansion of waterway construction, as well as the restructuring of existirig facilities is the pre-requisites of a healthy and sustainable development of waterway industry. It is critical and meaningful of studying the ways of raising funds for the further development of waterway construction and maintenance under the new environment.Firstly, a study is made on the current methods of funding for China's waterway construction and maintenance. And a systematic analysis is also made on the features of funding for waterway construction and maintenance as well as investment scale and capital structure on waterway transport, port infrastructure and superstructure, and other related areas' construction in pass 10 years. The existing problems and courses within ways of raising funds at present for waterway construction and maintenance has also been pointed out in this paper.Secondly, through the introduction and comparison to some developed countries, such as United States, Germany, France, Netherlands, Britain and Japan, in the ways of raising funds and the focus of policy making for waterway infrastructure construction, summarizes their successful experiences and effective operational models.Thirdly, this paper states the functions of waterway transportation industry in the process of economic development of a country. It makes a comparison with other transportation modes in the features of technical and economics, and then summarizes the strategic role and sustainable development strength of waterway transport in a country's transportation sector. Further more, it points out the realistic meaning of raising funds for waterway construction.Fourthly, an analysis is made on the affection of the 'Turn toll to tax" proposal to the funds raising for waterway construction and maintenance under current standards, and a pre-assess of affection level and range to that proposal is also made in this part.nFinally, this paper, on the basis of analysis on China's current waterway infrastructure investment problems, considering the needs of capital in waterway transportation development in the beginning of 21s1 century, by taking advantages of foreign successful experiences, makes suggestions of ways of funding and policies should be taken for China's waterway transportation construction and maintenance in the near future. The suggestions and measures of assure a rapid development of waterway transportation under the proposal of "Turn toll to tax" are also made in this paper.
