Probe On The Management Pattern Of Government Investement Projects

At present, the mode of government-invested projects (GIF) supervision doesn't agree with the requirement of the system of market economy in our country, government can't control the gross investment of GIF, and result in the bad yield. Along with the converting of the system of economy and the development of market mechanism, reforming the mode of GIF supervision is on the most urgent situation.The author has engaged in the appraisal and supervisory work of GIF for many years and depth knows supervision reform's necessity and urgent of GIF. This article right develop research base the author's precisely comprehension to supervision of GIF.This thesis elaborates the concept of GIF and it's management system comprehensively and systematically, analyzes the malpractice existed in the current management system of GIF thoroughly; emphatically study some advanced experience in management of the project by government invest in some developed countries and areas, (use studied knowledge to)propose some measure and the suggestion to reform the mode of GIF supervision in our country.This papermainly contains.(l) the necessity and the research technique to set up the topic of this thesis, studies (2) The historical evolution of supervision mode of GIF in our country since the founding of the nation. (3) Analyzing the current limitation in the GIF and its harm to benefit of financial capital and and social economy development, points out its deeper reason lies in three aspects ,that is the government economic function is unclear; there are contradiction between many participations and the unclear main body of the invest surpervion; there arecontradiction between the lag of reforming the investment supervision system and the gradually criterion market of construction. (4) Studies supervision mode of GIF in America, England, Japan, Hong Kong and so on , analyzing World Trade Organization ( WTO) and its "Government Purchases Agreement" ( GPA) and their influence to investment behavior and the supervision system of government in our country. (5)Proposes the main thought to reform supervision mode of projects is to adopt the different supervision ways according to the discrimination of GIF and the non- government.
