Research On Government Supervision Of PPP Projects In China

PPP model is an important institutional innovation in the national public behavior.It provides high-quality public infrastructure services for the contemporary society,and at the same time can reduce the financial pressure of local governments,which is conducive to the government's transformation and development,and ultimately to the maintenance of social harmony and stability.Due to its characteristics of public law and private law,the government supervision of PPP project is very special,difficult and necessary.The construction of PPP projects in China has seen an explosive and large-scale development since 2013.By the end of 2017 and 2018,it has entered a calm period of development.The project investment and landing speed have slowed down.The development process of PPP model also gives us many opportunities to reflect and summarize.In PPP projects,China's government is inexperienced in supervision,and the government plays multiple roles.It is not only the participant,partner and supervisor of PPP projects,but also the supervisor of the projects,which inevitably leads to some difficulties in supervision.This paper studies the concept of PPP,the elements and values of government supervision of PPP projects and the theoretical basis of government supervision,which provides a strong theoretical basis for government supervision of PPP projects.By using literature research,comparative analysis and case analysis to summarize and organize the PPP project in the current stage of development of our country government regulatory issues,such as the PPP space still have considerable perfect laws and regulations,government regulatory responsibilities not explicit,the government regulatory center migration phenomenon is more obvious,not effective regulation government administrative behavior and government supervision problem such as poor results.By comparing and studying the successful experience of PPP supervision modes in Britain,Australia and Japan,this paper provides an effective reference for government supervision of PPP projects in China.In the last part of this paper,specific methods for improving government supervision of PPP projects in China are proposed,such as accelerating the establishment of PPP legislation at the national level,establishing a regulatory body with clear responsibilities,further clarifying the direction of government supervision,constructing effective supervision rules for government behaviors,and improving the effect of government supervision.The research and exploration of this paper plays a positive role in promoting the level of government supervision,social public service and public satisfaction of PPP projects.
