Study On Emission Trading

Emission trading is an environmental economic policy which depends on the market mechanism. Compared with the traditional "command-control" method, the emission trading can achieve the environmental aid with less costJt can control the pollutant efficiently and use the volume of the environment entirely, this makes the environmental protection and the economic developmert coordinately. In recent year, with emission trading promoted in the world, especially used in the pollutant treatment of China, the economic result and the social benefit was improved. The Chinese environmental ethicists and economists were interested in it. They have different opinion on it.Based on it, the thesis introduce the elementary knowledge of emission trading firstly, then specially discuss the theoretical basis, disclose its necessity and reasonability. Finally, in order to work smoothly, thethoughts of law and the design of policy was put forward.
