In this thesis, the author presents a new method that it can solve problem on our country present water management--that is Watershed Integrated Water Management (WIWM), being based on deep anatomizing problem that lies in our country water management. On the basis of thought of System Theory (SY) and Computer Integrated Manufacturing System (CIMS), adopting technology route of meta-synthesis, the thesis firstly studies integrating on person, department and information; then studies integrating among them, which is to build macro-mode of WIWM. In person integrating respect, beginning with integrated effect, the thesis questions two ways of person integrating-that is expert integrating and professed person integrating of water management. As for department integrating, being based on present management framework on watershed, the thesis adopts the method that consolidates different department for watershed water resources management though founding medium framework to improve management for water resources. In information integrating direction, the thesis, though anatomizing present water information, center on computer network and database, studies integrating of four spawn-systems-synthesis Management Information System of water resources, auto-transport system of standing overflow, monitor protection system on water quality and better transport system of water. WIWM can though change shortage of present water management by integrating of person, department and information.The thesis studies micro-contents on water management under macro-mode on water management. The thesis gets a conclusion that it must define water rights to rational handling resources through analysis of game theory for sharing of watershed water resources. Moreover, the thesis has mainly studies primitive division of watershed water resources in different zone and constituting price of water.As far as primitive division of watershed water resources be concern, author builds a model on water resources division by anatomizing factors and comparing principles within water resources provision. The thesis, taking Fen river watershed as an example, works out its water resources division that has reference value for Fen river consumers by applying the model.At a time when the author studies problem of water price, the author respectively studies water price of resources, projects and environment, which is a better method of researching price. The author, bonding Fen river irrigation area, studies its agricultural water price with the way changed elasticity established price, which is one of warranties in water price reformation of irrigation area respect.As a whole, the author questions WIWM mode from macro-mode and micro-contents. Both ways and contents have new sense. WIWM has importantly real sense and useful reference value for improving conflict among departments .So WIWM must be extensively applied .
