The Study On The Legal Issues For Preventing Water Pollution In Liao River Basin

Liao River is located in the southern northeast China, is the southern part of China's northeastern region's largest rivers, is one of China's seven major rivers. Liao River Basin total 219,000 square kilometer area. In 1996, the State Council, including the Liao River, including the "three rivers and three lakes" as the focus of governance, management of pollution in Liao River Despite some success, but water pollution is still serious. Liao River pollution control projects is a huge need to go thousands of miles way,very difficult.River basin water resources management, has been recognized by most countries in the world and has become the water of the general trend of legislation. At present, a serious shortage of water resources in Liao River Basin, the lower the efficiency of water use, pollution of water resources management in the Liao River Basin is facing severe challenges. Liao River Basin Management Council to carry out research, the establishment of a complete system of water resources and watershed management legal system to resolve the issue of the Liao River Basin water resources to achieve sustainable use of water resources of an important guarantee.This article is trying to make a brief study on the legislative management of the valley of water resources from semantic, comparative and historical perspectives.The article consists of four parts.Part 1 An overview of the Liao River Basin and Liao River Basin pollution prevention and control of the current situation and problems.Part 2 River basin management of water resources legislation overseas advanced experience.Part 3 China's current situation of water resources management legislation and the impact of the Liao River Basin.Part 4 Liao River Basin Water Pollution Prevention recommendations to improve the legal system.After comparing and analyzing, I think we should build the legislative management of the valley of water resources in the following ways. Firstly, we should define the concept and the corresponding legal norms on the management of the valley of water resources in Environmental Protection law. Secondly, we should make out Law of the Management of the valley of water resources and build a new management system, Thirdly, we should make out the special laws of the management of the valley of water resources to every great rivers and lakes in China. Finally, we should perfect the relevant laws and systems.
