Investigation On The Development Of Household Registration System In China After 1949

Household Registration System (HRS) in China as a social economic policy formed after 1949 is an important auxiliary system related to high concentrating planning economic system of organization. In view of the point of economics, all arrangement and re-arrangement of system originate from conflict of interests and struggles to balance the conflict of interests and powers. HRS is such an important arrangement of interests and powers. Since HRS is neither fair nor effective, HRS changes largely since the Chinese reform. Correspondingly, HRS develops gradually similar to the international system of registration and administration of population. National investigation of HRS starts from 80s and has aroused people's wide interests.In this paper, we will describe the key features of HRS-hierarchy, region and offspring, with some economic theories based on the "Economic People" assumption and those HRS rules of law and policies formed after 1949. Besides, we will give a picture about the process of the development of HRS: its founding, completeness and weakness.In this paper, we will focus on the objective and subjective mechanism of HRS development. At macroscopic hand, traditional arts and arrangement of system, national and international economic and political factors affect the variation of HRS objectively. Their variation and interaction affect the procedure, the direction and the speed of HRS development at different time and condition, and vice visa. At microcosmic hand, the interaction among resident, enterprise and government will push the HRS to change according to their cost-interest and balance of interest and power at special conditions.In short words, it is the interaction between objective and subjective factors that determines the procedure, the direction and the speed of HRS development. Besides, we point out the origin of large HRS variation and the difficulty of HRS variation. It is the reason that the development of HRS goes ahead slowly and still keeps the key traditional features.In order to solve those problems in the process of HRS development, we put forth some suggestions based on above analysis: establish fair laws first, do everything under the constraint of the constitution. Let people to move and immigrate according to their ownwishes. Build new population administration institution and let the police system have no business with population administration. Balance the economic development in city and countryside, and in different regions. Cancel the special rights of education in city, develop the technical skills education and popularize education in the countryside. Develop the house rent industry, complete the law of industrial union and let it play an important role.
