Study On The Reform Of Household Registration System In The People-centered Urbanization Process

The traditional urbanization took materials as the core with the performance of land urbanization and neglected the development of human beings.After the 18 th CPC National Congress,the Central Committee put forward the new urbanization strategy,which took human beings as the core and clearly reversed the situation of people neglected in the process of urbanization.It coincides with the ultimate value orientation of Marx's free and comprehensive development.In the process of urbanization,because many basic public services are linked to household registration,migrant workers can not share the same welfare benefits as local urban residents.Under such circumstances,it is inevitable to promote the reform of household registration system.Firstly,from the perspective of political economy the author has combed the development process of China's household registration system and urbanization.According to the contradiction between productive forces and production relations,we can divide the change of China's household registration system and urbanization into three stages—the stage of planned economy,the stage of economic transition and market economy stage.In the stage of planned economy,China established the dual urban and rural household registration system.At this time,the flow of urban and rural areas was strictly limited,and the urbanization developed preliminarily.During the period of economic transition,rural areas released a huge surplus labor force and township enterprises flourished.The government started to reform the state-owned enterprises and cities had a huge labor demand.At this time,the dual household registration system began to break and the urbanization level further improved.In the stage of market economy,in order to meet the market allocation of labor resources and the needs of population mobility,the reform of the household registration system has been further deepened and the process of urbanization has accelerated significantly.After the 18 th CPC National Congress,in response to the problems of traditional urbanization,our country has put forward a human-centered new urbanization development strategy.The household registration reform focused on promoting the urbanization of agricultural transfer population.Through the level measurement of human-centered urbanization spatially,we can find that the eastern and northeast regions have higher levels of urbanization but in central and western regions the level is relatively low.In the central and eastern regions there is much room for improvement.By analyzing the current reform status of China's household registration system,we find that although the basic public service problem of permanent residents has received extensive attention,at present China's household registration system reform still faces three major difficulties.First,there is a clear mismatch between the settlement orientation and the flow of population.Although migrant workers have strong intentions to settle in big cities,it is difficult for them because of limitation of household registration;the thresholds for household registration in small and medium-sized cities are low,but the migrant workers lack enthusiasm for settlement.Second,some migrant workers who do not have the ability or desire to settle in towns have not been effectively guaranteed the right to enjoy basic urban public services.Third,the reform of the rural land system is lagging behind.The market value of the rural household registration has not been fully released and realized,as the result the peasant worker groups have weak enthusiasm for abandoning rural household registration and settle in cities and towns.In response to the imbalance between the settlement orientation and the population flow direction,from the demand side we need to build a city network,enhance the industrial support capacity of small and medium-sized cities,and implement the strategy of rural rejuvenation to guide the flow of population to small and medium-sized cities and rural areas.We should reform the basic public service supply system,such as the system of education,medical care,pensions,and housing.So that migrant workers who have no ability or desire to settle in can enjoy the same benefits.In addition,it is necessary to deepen the reform of the rural land system.It's important to specify and protect property rights.By implementing relevant measures such as the reform of the three-right distribution of agricultural land,the governments release and realize the market value of rural household registration gradually.So that we can improve the economic support ability and enthusiasm of the migrant workers to settle in the cities and towns.
