Research On Fiscal Policy Of China's Agricultural Development

Development of agriculture, economy of countryside, and the increase of farmer's income are the main points of our county's economic work in the 21st century. Now China is in the important period of her history when her economic mode is changed from planned economy system to market economy system and her economic increasing way is from extensive pattern to intensive pattern. China's governmental finance is changed from planned economy system to the socialism market economy. And China's agriculture is changed from traditional mode to modern one. With China's entry into WTO, our country's agriculture faces the new opportunity and challenge. So it is necessity to study and discuss the fiscal policy problems of our country's agricultural development in order to solve many problems on current agricultural development. At present, our governmental finance, especially local finance, pay no enough attention to the agricultural development. And agriculture itself has a weak quality property, which makes our country's agriculture develop slowly after some periods of fast development. In this sense, the further study of the fiscal policy of agricultural development has important meaning in theory and in practice not only for leading the farmer to heading for the market and to getting away from the current predicament of agricultural development and to realizing industrial management of the agriculture, but also for the functions' change of the central government and local government to increase the agricultural funds and to perfect the financial construction supporting the agriculture, and to help the agriculture and the whole national economy develop continuously and steadily.This paper is intended to solve the problems that China's agricultural development faces under the market economy system, to study the governmental behavior and fiscal policy, and to talk mainly about the reform of the financial supporting construction for the agriculture. The paper adopts comparable, empirical study and other economic analyzing methods to respectively discuss the present problems of the agricultural development in our country, various countries' agricultural fiscal policy and development direction of our country's agricultural fiscal policy. The paper reveals the real situation of fiscal support for agriculture and analyzes the related factors that slow the agricultural development and gives some suggestions to solve the problems.The whole article is divided into six sections as follows:The first section is Present situation of agricultural development in our country.Firstly, it expounds the present situation of our country's agricultural development and the existent problem, as well as the reform on our country's agricultural production system, pointed out that the backward agricultural mode of production self is reached to be the conclusion of basic cause that restricts our country agriculture to develop further.The second section is The overview of the fiscal policy in agricultural development. In this section, the agricultural fiscal policy of each country has been carried on the horizontal investigation. The basic circumstance of agricultural public fiscal policy in each country, especially in advanced country, has been introduced. Secondly, point out the unreason place in our country's agricultural fiscal policy system. The developmental direction of our country's agricultural fiscal policy is finally put forward.The third section is The study on fiscal policy in agricultural construction adjustment. It expounded the necessity of our country's agricultural structural adjustment, as well as the positive effect of carrying on the agricultural structural adjustment.
