According to classical international trade theory: trade is decided by comparative advantages and the best way to take the advantage is free trade. So the government had better not to intervene. In real life the case of the optimization of theory can not be found. Currently none of the countries either developed countries or developing countries set free trade policies by qualitative analysis, especially in the field of agricultural trade. Whereas the policies adjustment after Uruguay round toward the direction of free trade gradually. Maybe the adjustment would be disturbed by the well-organized agricultural group or fluctuation of international price or others. For instance, the U.S. new agricultural fact, but it can not stop the tide. The direction of free trade will be locked by the confirmation of countries in agreement.On the basis of the partial-equilibrium analysis this dissertation discussed the common agricultural trade policies of developed countries and developing countries. Then the dissertation develops the national behavior model of agricultural trade policy, testifying the adjustment of the main countries. The result shows that although the countries have various objective they adjust the policy that collide with the WTO Agricultural Agreement forwardly or passively by information asymmetry. China has became one membership of WTO In 2001 November. Aiming at conflicts between WTO Agricultural Agreement and China' s agricultural trade policies the dissertation proposes a scheme for policies adjustment with reference to the experience of other countries.
