In this paper, the author creatively applies the theory of neo-instilutional economics to his analysis of the managerial system and operational mechanism of the tourism industry in the undeveloped area in the socially and economically transitional period, introduces five institutional forces, i.e. government, enterprise, market, trade society and informal network, into tourism industry management to play game, puts forward a theory of choice club for selecting a management model in competitive trades and a theory of continuum for the government, expounds and proves an institutional model of double-manage-body and bi-track system of tourism industry management in undeveloped area, and designs an operational institution of government for three sub-system of undeveloped tourism area, carrying about 130,000 Chinese characters in three parts.
