Tuiyang system is designed to place the surplus workers in the state-owned enterprise reform.However, the reality of the operation othe system Is entirely contrary to the designing.Now Tuiyang system has become a corporate human resources management tool,aiming at getting young and highly educated personnel for the enterprises.Based on the judgments of this fact,this paper establishes the basic point of view.First,tuiyang system improvement and changes have been inevitable.Second,As a transitional institutional arrangements,tuiyang system should better reflect the requirements of productive,and at the same time,tuiyang system should as far as possible take into account the balance of interests.Third,the ideas of improving the tuiyang system should take into account three factors-The requirements of business-to-people,the contradiction between supply and demand in the labor market,and protecting the rights of workers. Forth,the practice to improve tuiyang system should relax tuiyang age conditions,and improve the standards of charges and strict Tuiyang Tuiyang system of accountability and oversight mechanisms that will change the present system by the workers to start the actual units started by the Tuiyang Tuiyang reality and system by enterprises to start Tui Yang.This article is divided into five chapters. First chapter is an overview of the system Tuiyang, mainly to explain the concept and characteristics of the Tui Yang.ChapterⅡsummarizes the Tuiyang problems in the operation of the system. The third chapter analyse the problems in ChapterⅡ.The forth chapter give the analysis of developing prospect of tuiyang system.And the last chapter give the advice of how to improve tuiyang system and how to protect tuiyang workers' rights.
