The Study On The Practice Of Safety And Management Rules For The Domestic Shipping Enterprise

The promulgation and practice of "The Management Rule of Ships Operation with Prevent Contaminator of the People Republic of China " put " a revolution" change to the management of the safety and defend contaminator of the local shipping business enterprise, which settle the outstanding problems of the safety and defending pollution facing with our shipping business enterprise radically to ensure the ships operation and defend contaminative operation safety. We should research on it specially, because there aren't the uniform standard of the local safety management rule and system of the domestic shipping enterprise.At first, we analyses the current safety management situation for ships seaman and shipping company etc. Secondly, the background of local safety management rule brought into being is expatiated. The third, the difference and relationship of the local safety managing rule and the international safety managing rule are discussed.In this thesis, we analyses and study how to establish, operate and maintenance the local safety manage rule, international and local compulsive rules, the guide suggested by the international maritimeaffairs organize and ship class agency in detail and wholly. We research on how the supervisor organization to practice the safe management rules and propose a set of ideas for the local safety management rule.At last, some suggestions are given for the potential problems arisen in implementation.
