China is one of the major shipping countries in the world. Its shipping industry is extremely important and irreplaceable in national economy and many other fields. With the economic development of the world, the strengthening trend of globalization and the rapid development in science and technology, the worldwide competition in marine transportation industry is increasing day after day. So the state-owned shipping enterprises must carry on the complex reform, in order to meet the needs of competition and development. As an important part of shipping enterprises, ship management is the focus and difficult point of the reform. What to change, why to change and how to change become the important subjects in front of us.This dissertation introduces the main characteristics and the requirements of ship management at first, and analyses current situation, problems in existence and enormous environmental pressure of ship management that shipping enterprises are confronted with. This dissertation points out the necessity, certainty and urgency of organizational change of shipping management. On the basis of this, this dissertation introduces the theory about the organizational change, the newest management theory concerning about BPR, organization study, and changing organization culture. Then, This dissertation carries on the introduction to the advanced modes of ship management in the world at present, especially analyses the process of ship management and situation of Sino-British companies in order to offer reference for our change of ship management.Synthesizing preceding foreshadowing and analysis, we have explored the organizational change about ship management of the state-owned enterprises, and put forward the concrete scheme and various kinds of suggestions and measures. We will precede it with two respects concretely: the first is that we must transform the management mode of ship. We should adjust the original management pattern of "big unification", through introducing the simulative inside market mechanism. It will make shipping owner, operator and manager be separated and make clear relevant responsibilities through the inside agreement among them, thus improve the management level of the ship management department. Secondly, we should re-design the ship management process, use the advanced experience of Anglo-Chinese companies for improvement of the level of the shipping managing department. At the same time, we should perfect the innovation about performance evaluation, distribution, job training and so on. We willaccelerate the pace of information construction; carry on the change of the corporate culture, which could make us obtain the real success of the innovation about ship management. This dissertation demonstrates the good results of the reform by citing the changing brought out by the innovation of ship management by a large scaled state-owned shipping company. At last, future prospect has been made for the development direction and trend of the change.
