A Primary Study On Characteristic Economy Development And Poverty Alleviation Of Four Minority Counties In He-xi Corridor

According to the definition of the Canadian International Development Agency (CIDA) income-related poverty is defined by the following characteristics: -basic needs cannot be satisfied due to a lack of income and means; -the prerequisites for acquiring an income and means are lacking; -the ability to overcome this situation is absent.Actually in the poorest countries there is natural conditions that impede development and not the infrastructures do that. Present development approaches are increasingly dependent upon self-help. However, the poor have no self-help potential, so the poverty vicious circle has generated.For four minority counties in He-xi corridor are concerned, the mineral resources, living thing, hydraulic power and tourism resources are abundant; wretched natural conditions are cold climate, hash topographic and frequent natural disasters. By the end of 2001, there are 28,480 persons struggling for their existence hi a 14,1115 square kilometers area. There is a favorable development situation and tendency of characteristic plantation and stock fanning in this area, and the space for further manufacturing or trading is also spacious. The secondary industry supported by mineral resources development has been have a pretty well basement.For the reason that there still 11,000 persons of poverty are existing in Han-zhu Tibet autonomous county and Su-nan Yugu autonomous county as well as the reason that the socio-economic condition of A-kesay Kazakh autonomous county Su-bei Mongolian autonomous county are superior, therefore, there are two different models for people to overcome poverty and to gain further development: the participatory model of poverty alleviation to satisfy the basic needs and the characteristic economic model of regional development by taking resources comparative advantage directed by market. This study asserts location quotient is sole standard index to identify present comparative advantage and enumerative table to identify potential comparative advantage, and identify four counties comparative advantage through tendency analysis of national and international market's development.The targets and direction of regional development are towards to increase fanner's incomeand accelerate rural economic development. The measures can turn them into reality are the followings: adjusting the economic structure, taking regional comparative advantage, enlarging superior estate scale, improving industries' technology and advancing agricultural and non-agricultural industrialization by steps and emphases.
