| Making a general survey of the countries all over the world, the behavior of government investment exists invariably. Why does the government make the investment and what is its investment function? In which fields on earth does the government make the investment? This paper is mainly aimed at the two big problems through making the definition of the concept of government investment as the starting point, beginning analysis with great visual angle of economic behavior of government interference to draw the reason of government investment, and proposing " four major hypotheses" to its exposition, and thus putting forward the key view: Government investment should be only regarded as a kind of means to adjust and control economy. This is analyzed from two respects of theory and practice. Naturally it also forms the foundation of delimiting the rational boundary line of government investment. According to it, another key view is put forward again: Under the condition of socialist market economy, government investment should be limited to the fields where the market does not work. This is mainly discussed by analyzing the evolution of government investment and by comparing the practice of government investment of main market economy countries. Besides, analyzing the past, current situation and existing problems of our country, and re-defining the range of government investment of our country.This paper contains three sections mainly:Section one: Define the concept of government investment. In our country the concept of investment is confused and different at present, therefore the concept of government investment is also ambiguous and unclear. It is necessary to define this concept first. Here the concept of government investment in the narrow sense and broad sense is put forward. The government investment of narrow sense should be limited to such profit-making fields to make up the failure of market as infrastructure project, natural monopoly project, the resource development item and new and high technology project ,etc. The broad sense government investment means that on the basis of concept of narrow sense, more government expenditure is put in such non-profit-making items as public goods, public facilities, public welfare, etc.Section two: Expound the reason and functional orientation of government investment. This is a focal point of this paper. Summing up the economic behavior of government interference from Adam·Smith, J·M·Keynes, J·E·Stiglitz to Karl·Marx, etc, to expound the fact why the government interferes economy. The reason of government investment is expounded by means of four major hypotheses: " market failure theory" " special enterprise theory"" principal-subordinate theory" " political interests theory". On the basis of it, government investment should not be regarded as the equal status of non-government investment at the same level, but only as a kind of means to adjust and control economy. This is proved from both theory and practice.Section three: Discuss the range of government investment under the condition of socialist market economy. It is studied by analyzing the evolution of governmentinvestment in terms of early stage, middle period and mature period of the economic development at first. Then, the comparative analysis of government investment is made among several main market economy countries. Finally, some questions about government investment is pointed out such as improper functional orientation, obscure knowledge and misunderstanding of the range of government investment. With new principle the range of government investment is re-defined: under the condition of market economy, government investment should be limited where the market does not work.In a word, this paper probes into the government investment elementarily and tries boldly, far from what heavy creative achievements it has.
