In recent years, China’s socio-economic level of development in general continues to improve, but the wealth gap between different classes doesn’t narrow.On the contrary, it is gradually expanding. The wave of civil society which came form west contries since the1990s has washed the old sense of the people, trying to evoke the great power of sleeping in the private sector.These two main factors make our charitable organizations into the best time of development since it had been established, all kinds of non-governmental charitable organizations continue to emerge, and play an important role in the field of social and public services. But we should also know that, the Nanning Municipal Government sector has led the development of philanthropy in the region, deeply involved in the charitable organization’s internal operations management and external activities.There are a lot of drawbacks and defects because of the strong function in the position area:They deeply intervent the plan of the development of philanthropy, limit the charitable organization’s fund-raising channels and control of charitable organizations staff. Also they stifle the growth space of charitable organization, neglect legal construction of charity cause, relax the multi supervision of charitable organizations.These factors make the charitable organizations face many problems and challenges in the developing area. In order to change this situation, Nanning Municipal Government departments should change the role of the development of charitable organizations, promote the adjustment of functions positioning with the new idea of "small government-big society",and reduce the access system of the charitable organization. It has to improve the fund-raising ability of charitable organizations, optimiz the management of internal operations of charitable organizations and strengthen the external oversight of charitable organizations.It should play an active role such as "collaborators" and "supervisor" to promote the development of local charitable organizations.
