Research On The Strategy Of Ruling Socialism Country By Law

"Ruling the country by law" is the basic strategy put forward by the center authority of the Communist Party of China. The present article tries to probe into this theory which has important practical significance in three aspects. The first is the origin of this strategy. The article firstly analyzes its' scientific contents which including its' subject,object,accordance and its' relation with the leadership of our Party. Then it inspects the accordance of decision-making and expounds the strategy from the perspective of theory, developing and perfecting the leadership and governing-manner of the Party,realistic condition of our country and the necessity of history developing. At last the article expounds its' foundation for carrying out, including political foundation,economic foundation and cultural foundation.The second is analyzing the characteristic and status of this strategy. The article considers that as socialist ruling a country by law which differs from capitalism's, the two have essential difference in the guiding theory,sticking to the People's democratic dictatorship and sticking to the socialist road. At the same time, the article expounds the characteristic of socialist law ruling. The article believes that the implementing of the strategy is a symbol of social civilization's advancement and that it will play a key role in promoting of the democratic construction,developing socialist market economy,realizing permanent stability of the nation.At last, the article expounds that "ruling the country by law "and "ruling the country by virtue" are a mutual-reinforcing and mutual-promoting entirety and only when we put the two strategies into the concrete practice as a whole, not to imitate the law-ruling theories and patterns from the west, can we realize a prosperous and strong,democratic,civilized and modern soliaist country...
