"Take ancient times as the mirror, we may know the prosperity and decline" which is a political motto in the Chinese traditional culture. In the political culture of the Chinese tradition, "Rulers should rule the people mainly by virtue, meanwhile should be supplemented by less punishment", and this ideological proposition of the strategy of ruling not only has been handed down from generation to generation in the theoretical form, but also became one of the Chinese ancient politicians'guiding principles of governing the country and handling the state affairs, and had the significant influence on the political practice in the Chinese ancient society.Today our party proposed the strategy of ruling of the combination of the rule of law with the rule of virtue, which indicates our party's governing philosophy and governing experiences gradually matured. How to implement the basic strategy of combining the rule of law with the rule of virtue effectively not only needs us learn the ropes in the practice of the modernization construction, but also needs us take warning from the historical governing. And the study and analysis of this strategy of ruling mainly by virtue with the supplement of less punishment, which was upheld by traditional Confucianism, has the theoretical and the realistic significance undoubtedly. As a tradition, it is the utilizable cultural resource in the Chinese modernization construction."Rulers should rule the people mainly by virtue, meanwhile should be supplemented by less punishment", and it was not accidental that this strategy of ruling became one governing philosophy in the Chinese ancient times. To some extent it was the inevitable outcome of the Chinese ancient economics, politics and culture. And its cause had a direct bearing on the specific social historical conditions of the Chinese ancient times. Through analyzing and straightening out the social historical background, the oretical cornerstone and fundamental view of its proposition's cause and the historical track of its practice, we shall have the in-depth understanding and gasp of the inherent logic of this governing proposition. Then we make a brief summary of the gains and losses of this strategy's theory and practice, sum up the experiences and lessons of history, and bring out law running through the process of governing the country and managing the society. On this basis we make a modern value transition of the strategy of ruling mainly by virtue with the supplement of less punishment. And on the meaning of the national culture links, this transition shall provide reference for the strategy of ruling of the combination of the rule of law with the rule of virtue.
