Crime is a very complicated phenomenon and is widely distributed among all the countries as a severe social problem. As China is experiencing the specific historic turning period, the crime shows the new tendency of spreading with the apparent rise in crime rate. Thus, the thorough research of the reasons, the seeking of the rules of crime, the measures taken to prevent crime and maintain the development are the urgent problem to solve.The reasons for committing crime are pluralistic and dynamic. All the relevant reasons work together and form a organic whole. In order to effectively prevent crimes, the integrate scientific system should be built up, by bringing the social prevention and the psychological prevention into a whole. And the special attention is focused on the research of the study of the psychological prevention. That is the main creative point of the thesis.There are five parts in the thesis. The first part gives the brief introduction to the background of the choice of the thesis, the characteristics of the special historic period as the turning point in China, and the original ideas of the thesis. The second part points out the theoretical mistakes on the issue of the roots of committing crimes and proposes the interpretation of the problem according to the theories on the roots of crimes in Marxism. The third part provides large amount of the theories on the crime committing reasons from both domestic and abroad, and accordingly proposes the theory of the comprehensive reasons of crime committing. The fourth part figures out the main reasons and features of the current crime rate rise. The fifth part, as the center of the thesis, states in detail the target system of the crime prevention and the specific measures taken.
