On Building An Army By High Standards In New Era

The armed forces are the military bloc to carry out special tasks, which takes a very important position in the nation as a major tool and component for the political power. Chairman Maozedong once said: "Whoever wants to seize the political power and keep it, he must have a powerful army." In this sense, the army building is the number one job for the proletariat's dictatorship.The army building comes after its birth just as administrative activity after the founding of a new country. It has all long been a hot topic for the politicians and strategists as to how to build an army and exercise its duties in a better way .Strict management of an army, as an important rule in army building and development, complies with the administration theory. The seizure and defense of a political power is the basic function of the army, which requires a highly unified efficient army with combat effectiveness in order to guarantee the winning of the future war. To achieve this goal, great efforts should be taken to manage the army by high standards, which is in line with the aim of an efficient and effective administration.The changing situations home and abroad make the strict management of the army more and more important during the new periods. Peace and development stills remains two trends in new century, however, the world peace is in danger for unjust and irrational international economic order has not been basically changed and local conflicts occur from time to time, so the world is far from peaceful. Under such circumstances, we, on one hand, should pay more attention to the economic growth, on the other hand, attach much importance to the army building to defend our country and ensure a smooth economic operation. What is important in the army building lies in its strict management in order to meet the needs of the changing situations home and abroad as well as win the future local wars under the high-tech condition. Meanwhile, the opening up and market economy also bring the army some new problems and challenges, such as, changed soldiers' sources, more and more active thinking on the part of officers and men as the result of the conflictsof various ideas, more and more difficult in terms of troops management. Only by sticking to the strict management, can we have a modern and regular army with strong combat effectiveness, thus our army can exercise it duties in a better way . Judging from the actual situations in the army building, the strict management must take the discipline as the core for the strict discipline is the army's lifeline. "Strict" refers to the strict in discipline. The 3rd generation leadership regards the army's discipline as " a big political issue" because it plays a significant role in defeating the enemy, guaranteeing the Party's absolute leadership over the army and accelerating the army modernization drive. Therefore, discipline must be the core of the army building and the army must act what it's ordered accordingly, which is also the difference between PLA and the army in capitalist countries.
