Since 1990s, promoted by the new-tech revolution characterized by information technology, the human steps into a new era based on knowledge economy. Accompanied by a series of great scientific discoveries and technologic breakthroughs, man acquired numbers of accomplishment major in information and biology technology. High-tech industry boosts and grows up as one of major drive of world economic. New growth theory elaborates technique as an endogenesis variable of economic growth, indicates technique progress and relating system factors as major sources. With economic growth theory improving and deeper understanding of knowledge economy, it becomes a general thought for all nations to develop high-tech industry energetically. At present in order to advance innovation and industry upgrading, to improve international competitiveness, all nations frame high-tech industry development strategy. Today, the development situation of high-tech industry has been an important sign of a country's complex nation . power.Chongqing's high-tech industry started from 1990. Now Chongqing's high-tech industry has had a certain scale based on two high-tech development zones, three guiding industries and two dominating industries. However, there still existed some problems. Hence, how to make use of the experience of industrialization of other countries to quicken the developmentof high-tech is the main strategic mission.This paper is divided into four parts.
