The Economics Consideration Of Collecting Fees System Reforming On Road And Bridge

In the process that changing planning economy to marketing economy,the system transformation is pushed by government mainly. The following questions are paid attention by government and society,that is:how to evaluate the success or failure of the system transformation through economics theory,reduce the business cost in the system transformation,improve the resources' utilization ratio,raise the whole profit for society.In the paper,through researching the case of reforming road-bridge's collecting fees system in 2002,through using the economics analysis such as cost-profit analysis,mathematical analysis and about system changing theory in the new system economics,I has analysed and reserched the reforming of road-bridge's collecting fees system in Chongqing,point out the developing direction,and point out in theory:the succeed system change can not only reduce the business cost,but also improve the resources' utilization ratio. The main conclusions are as follows:(1)Through using the reforming of road-bridge's collecting fees system in Chongqing as researching target,using system changing theory in new system economics,my paper has researched the reforming case for road-bridge's collecting fees system in Chongqing. I has analysed the cost-profit's changing situation in front and behind road-bridge's collecting fees system through economics mind. It not only reduce the business cost,but also improve the resources' utilization ratio. I also suggest that this collecting fees system can be use in other cities and other field.(2)Though researching the road-bridge's collecting fees system according to reforming,especialy through comparing with the fees distribution model,I point out some distribution problems in new fees system,and put forward some suggestions.On general sense,we want to know the standard is or not good,we often see the business cost is or not reduced,the resources' utilization ratio is or not improved. When government draw up the system reforming program,they should research the business cost in the new system and old system,cost of changing system and cost of system defending,guide reforming practice,promote society economy's good developing.
