Transition Cost Analysis Our Country's Government System

During the waves of today’s economic globalization andpolitical multi-polarization, any organization, institutions andcountries are pursuing the values of minimum cost. While china isthe world’s highest state of system cost of government. Higher costnot only aggravates enterprise and social burden and but blocks theperfection of market-oriented economy and weakens economicsocial development momentum, reducing the party’s ruling abilityand the ruling performance, as well as twisting the socialist equityand justice and people-oriented concept. In the long run, it willinevitably affect China’s socialist modernization and drag down thegreat rejuvenation of the nation.In recent years, although The Party Central Committee and theState Council take a lot of measures and methods to lower the costof government, the result is not significant. And this paper putsforward the government-oriented theory from a new perspectivetrying to analyse the present government cost connotation, thepresent situation, from on macroscopic and microscopic view, thereasons, which provides some countermeasure and proposal toreduce government expenditure.This paper consists of two parts: The first part is theintroduction. This part firstly proposes the causes and significancefor choosing this title, and introducing domestic and internationalrelated theory and the present situation, the research methods ofthis paper.The second part is divided into four chapters. First of all, on the basis of existing research, the author presents the system ofgovernment cost and analyse the connotation and the classificationof this system cost. Second, through the comparison and analysisto domestic and international government cost, higher cost remainskeeping up. Moreover, the causes of higher cost in China areanalysed, it is namely listed cost concept displacement, thegovernment functional dislocation and rigid system. Finally, on thebasis of reason analysis，the author puts forward the measures toreduce the cost. That is improving cost consciousness to formvalue of return and benefit; the transformation of governmentfunction, and building a service-oriented government and theentrepreneurial government; the reform of government and thepolitical system.
