China formally became a member of the World Trade Organization (WTO) in December 11, 2001. It is an irresistible trend for China to take part in the competition of international economic integration. China is a developing country with weak international competition, Its entry into the WTO is propitious to constitute and regularize the socialist market economy, make the most of foreign investment, expend international market, and enhance China's international status. However, compared with developed countries, China has lower comprehensive national power, insufficient level and conversion capabilities of science and technology, so WTO entry brings enormous impact to many fields. How to function better under the frame of market mechanism according the basic WTO regulation and law is an exigent problem of our national economy at present.Firstly, this thesis expounds Liszt "Infant Industry Protection Theory", industry protection theory in development economics and other industry protection theories. Then through the analysis of the industry protection practice in Japan and Korea from various aspects, the thesis has comes a conclusion that china's industry policy ought to be a moderate industry protection on the basis of opening-up. While the world economy marches towards integration, the industry freedom is a long-term aim, and industry protection is a measures that must be taken under present national economic position. At the same time, the nation must hold the protection scale, handle the relation with WTO clause, and construct the moderate industry protection system.Moreover, the thesis researches on the background, scope, measure, policy and acquired effect of the national traditional industry protection. The protection policy has its positive side, whereas faces WTO impact on seven aspects. For diminishing the external risk to the utmost extent, several moderate protection ways are presented. They can effectively achieve the aim of industry protection and promoting industry development. The thesis also presents time limit of the moderate protection, which should be adjusted according to the WTO interim and the pullulative and mature period of different industries.Finally, the thesis elaborates that technical progress and industrial development are the final aim. After WTO entry ,China should based on the "two-wheel drive" idea, on the one hand temporize the main trend of the contemporary world, move steadily towards greater opening-up, and seize the opportunity of development, on the other hand use appropriate industry policy to promote our economic prosperity.
