A Research On The Equity And Efficiency Of Serviceman's Income Distribution

Based on the Marxist distribution principle and mode, our army's present institutions of wages and welfare were formed step by step during a long period under the planned economy system. But in market economy, following the rapid development of national economy and the combination of distribution according to work and distribution according to factors of production, there is an increasing trend in local residents' income. While the serviceman's income distribution policy wasn't changed in time and still has a long way to go. Inside our army, income distribution doesn't really carry out the principle of distribution according to work and has in fact been turned into egalitarianism. By analyzing the equity, efficiency and their interrelations in serviceman's income distribution, then explaining a series of problems in this area theoretically, the author draws the conclusion. That is, in order to solve the problem we should on the one hand carry out the principle of "giving priority to efficiency and paying attention to equity", and on the other hand combine the mode of distribution according to work with distribution according to factors of production.The article contains introduction and main body. The former mainly covers such aspects as the article's research topic, present research situation, and research method. The latter includes four parts, the contents and attitudes are just as follows:Part one is the theory basis of the article. The author first defines some correlated concepts, mainly included the income distribution, the serviceman's income distribution and the equity and efficiency of serviceman's income distribution. By analyzing the interrelations between the equity and efficiency, this part establishes a theory basis for the following content.Part two analyzes the equity and efficiency problems lying in serviceman's income distribution. This part first introduces the history of serviceman's income distribution institutions, then from the angle of equity and efficiency, analyzes theproblems existed.Part three explains the reasons of the problems lying in serviceman's income distribution according to the part two.Part four puts forward the basis and train of thought of improving the institution of serviceman's income distribution. This part first reviews the selection of equity and efficiency under the planned economy system and the influence on the serviceman's income distribution. Then the author concludes that "giving priority to efficiency and paying attention to equity" is the principle our army should persist in, and combining distribution according to work with distribution according to factors of production is the suitable mode.At last, I should give my thanks to Professor Liu Zi An for his instruction as well as of the comrades that have been helpful to my study.Because my knowledge is limited and the information is not sufficient enough, there is maybe some inappropriateness in the paper.
