Also, the employment of urban ex-servicemen is becoming unprecedentedly difficult. Conduct of this study has an extremely important value in theory and a practical significance for to analyze the current situation of servicemen security system, to promote and improve the establishment of employment measures of ex-servicemen, and for to develop new fields of studies on contemporary Chinese politics and social development. This article is mainly focused on a mechanism change of employment system between pre- and after-economic system reform:government's function transition from administrative controlled to service-oriented type; a change of employment system in national administration and public institution (for instance, a person must pass an exam before becoming a civil servant based on the law of the civil servant, and must pass a judicial test before working in judicial and public security system, and so on); a change of enterprise employment system; and a higher quality-and-ability requirement of the privately operated overseas-funded enterprises. This study proposed the questions which the present ex-servicemen employment system faces: a contradiction between the administrative compulsive placement and the market economy system; a big difficulty in implement of balanced burden principle under the current system (for example, a dislocation of urban and countryside dual placement model, a dislocation of ex-servicemen placement responsibility of the central governments, local governments, and the enterprises); a contradiction between knowledge structure and quality of the persons to be hired and the market requirement. Based on a full analysis of the current problems, several suggestions were proposed as follows:to shift the duty of ex-servicemen employment with compensation; to enforce the pre-job training of ex-servicemen; to establish the ex-servicemen undertaking funds; and to improve the related policy and regulation on ex-servicemen employment system.
