It's very significant for finishing the dual historical missions of promoting military reforming with Chinese characteristics and modernization construction of People's Army to study deeply the level positing of serviceman's salary for safeguarding the servicemen's rights and benefits and increasing the serviceman's wage and welfare treatment. The article concentrates on the key points and basic problems of the level positing of system of serviceman's wage and welfare treatment. Through further study, the article points out that the level positing of serviceman's wage and welfare still should be judged by the reference frame of public servants.
