As an industry of exploiting fishery resources in the sea areas of other countries or high seas, overseas fishery has a vital position in both economy and politics of China. Although it is merely 18 years since set out in 1985, the China's overseas fishery has now entered into the front rank in the world. However, with the overwhelming majority of assets and efforts focused on traditional offshore fishing instead of profitable high seas fishing, China's overseas fishery is suffering a steep fall in profits because of the declining of offshore resources. Furthermore, with the resources conservation of high seas tending to be more restrictive, especially the threat by the claim as 'possession determines quota' looming up, it is experiencing an extremely fierce competition to gain the shares of the world resources. Confronted by the new situations above, China's overseas fishery enterprises have been offered a series of policies by the government to go out to uphold China's rights in the world fishery. In a word, great changes have taken place on the environments of China's overseas fishery.Adopted the advanced strategic management theories, this thesis has made a systematic analysis on the external and internal factors affecting the development of China's overseas fishery through researching China National Fisheries (Group) Corporation(CNFC), the largest overseas fishery enterprise with the strongest capacity in China. According to the quantitative evaluation of CNFC's current strategies and adaptability to the environments, the thesis points out the way of the strategic innovation to the China's overseas fishery. Through researching the external challenges and opportunities, as well as the weaknesses on strategic management, industrial structure and decline of profits, the thesis makes suggestions for CNFC to take the existing advantages and keep on developing at a stable speed. It also draws conclusions as following: China's overseas fishery should strengthen the strategic research, aim at the overall benefits, improve value chains, attempt expansion at low cost, launch green marketing, speed up industrial innovation and enforce project management. This thesis thus is not only of great value to CNFC on overseas fishery, but has a beneficial influence to other large state-owned fishery enterprises in China as well.
