Policies Research Of Overseas Chinese Capital Under New Affairs Of Overseas Chinese

Nowadays, with the development of the socialism modernizationconstruction,the capital of overseas Chinese,as an important power in foreign capitalutilization, is much accounted by Chinese Communist Party and Chinesegovernment.In order to guarantee the operation of the capital of overseas Chineseand protect their legitimate rights and interests, Chinese government had issued aseries of policies. But, with the development of new affairs of overseas Chinese, thecontent of policies have apparent lag. For example, the policies emphasis oninvestment introduction and ignore talent introduction, lack of policies relationmaintaining, lack of policies definition, policies repeatedly and disjointed. Thephenomenon of the policies itself is not adaptive will cause policies implementationdeviation. All of these lacks are related with policies and regulations hysteresis, theinfluence of policies environment, the lack of policies resources.Therefore, this article base on the basic theory of overseas Chinese capitalpolicies in new affairs of overseas Chinese, select individual enterprises with overseasChinese capital of Quanzhou as respondents and use SWOT method, quantitative andqualitative analysis to explore the policies requirement. Contrast with the existingoverseas Chinese capital policies, author regulate the policies properly and reasonablyvia policy project, policy measure and policy relations. At the same time, the authoralso use the Game Theory to explore the balance the policies of demand and supply.Finally, through the correct orientation of overseas Chinese capital policies，improve overseas Chinese capital policies system reform, widen the range of policiesreasonably, strengthen the legislation and level of policies, integrated the systemchoices of policies, and further completed the rationalization, scientization,systematization.
