Under the economic globalization, tra-economic border direct investment which originates from the trade obstacles is becoming the inner key factor of every economic operating subject. The practice of international economic development indicates that the effective direct intervention of foreign capital can bring about the positive impetus to the national economic growth. However, as far as the developing countries areconcerned, owing to the imperfect structure of foreign capital flow and the inner defect of relevant regulation regime, their readjustment of economic structure and industrial development may face much more difficulty indeed. Since the 1980s, with the relaxation of China's FDI regulation, foreign direct investment which covers capital, knowledgement and technology factor is affecting the development of China's industry deeply. So, combing with the evident trend of global economic convergence and the macro-economic circumstance of China's entry into WTO, this paper will apply the empirical, experimental and game model methods to expound the internal mechanism between the FDI and industrial effect, analyze the characteristic of FDI flow after China's entry into WTO, study the practice of FDI how to promote industrial development at home and abroad, finally put forward constructive countermeasures on how to improve China's industrial development.Objectively, as China being in the course of economic transformation, especially after China's successful entry into WTO, under the trend of international economic environment full of much more uncertainty, how to solve the inner relationship between the industrial development and industrial security owns important practical value and guiding meaning.This paper concerns many economics research fields such as international economics, industrial economics, institutional economics, enterprise theory and etc.The thesis is divided into five parts.Part one is "the development of FDI theory". This part mainly expounds the definition and characteristics of FDI, motive mechanism of FDI emergence, theory background of FDI and industrial effect. As we know, Adam Smith, the main representative of classical economics, emphasized that the division of labor can improve the productivity indeed, and the emergence of international direct investment should be the results of international division and cooperation. Before the 1960s, the main explanation of FDI is theory of international capital flow which based on factorendowment. Since the 1960s, there appeared some important theories such as theory of monopoly advantage (S.Hymer,1960), theory of product life cycle (R.Vernon), theory of internalization (P.J.Buckley & M.Casson), theory of marginal industrial expansion(K.Kojima,1978) and O-L-C theory (J.H.Dunning,1976). After the 1980s, with the drastic development of trasnational direct investment, emerged a series of influential theory school, especially such as theory of investment development level and theory of investment inductive factor protifolio. Moreover, under the Keynesianism,many scholars believed that capital should be key factor of economic growth, such as Harrod-Domar Model and theory of poverty vicious cycle, and even started to study the conductive mechanism of FDI promoting economic growth in the long term. At the same time, Woodward(1992) thought that foreign corporation always choose such regions whose local specialized services are available; Smith and Florida(1994) found Japanese car assembly corporations swarmed with relevant automobile industries in U.S.A.. At present, many famous scholars at home have studied deeply the mechanism between FDI and national economic operation, industrial security, foreign trade, economic growth and etc. They have already acquired enormous accomplishments. But they scarcely study the internal mechanism between FDI and industrial effect, and even be short of guiding value for practice.Part two is "theoretical analysis on inherent mechanism between FDI and industrial effect".
