With the promotion of globalization, a new round of foreign direct investment (FDI) is up surging in China. At the same time, the distribution of FDI in regions of our country has presented the new tendency, Guangdong Province has been already impacted by areas, such as long delta, the ring of Bohai etc, day by day. The development of industrial clusters in Guangdong and foreign direct investment (FDI) are closely linked. It is an important academic and realistic problem that how strengthens the appeal for foreign capital to promote the development of regional industrial clusters. The author carries the research on developmental tactics of regional industrial clusters starting with the interaction of industrial clusters and foreign direct investment. Firstly, this article sums up the current situation and present problems of industrial clusters in Guangdong Province, and then carries on the rational estimation and analysis to the degree of agglomeration of 39 industries using indices of agglomeration, drawing the conclusion that the degree of agglomeration is very low. Secondly, with the data analysis, it proves that the distribution of FDI in terms of industry, source, way, area and the leading role in economic development. Thirdly, 12 variables that influence the foreign direct investment are chosen, the method of the main factor analysis is used to prove that the economic development level, the workforce gathers, the industry gathers, the open economy and the government policy are the great factors absorbing FDI. Multifactor statistical regression indicates the elasticity of every factor to the volume of foreign capital. Finally, according to theory and data analysis, the article concludes that there is an interaction relationship between development of regional industrial clusters and FDI. We should take the pertinent measure to different kinds of industrial clusters. The conclusion has reference meaning to the development of other regional industrial clusters.
