| In order to effectively evaluating comprehensive poverty alleviation, this paper select the Guangxi subsidiary project of poverty alleviation which supportting by World Bank in southwest China as research backgruond. By taking system science as its guiding theories, synthetically applying analysis on investment project, basing on the system analysis of comprehensive poverty alleviation, the conception of comprehensive poverty alleviation and its evaluation system are summarized. Aimed at the characteristics of the comprehensive poverty alleviation, an index system is designed to evaluate the effectiveness of comprehensive poverty alleviation in administrative village and fuzzy-comprehensive evaluation model that can carry out a general and dynamic evaluation on it is set up. Meanwhile, a model of Data Envelopment Analysis is built up to evaluate the effectiveness of input factors .After studying on some concrete cases, we can prove the evaluation index system and model set up in this paper are right and doable. At the same time, it also shows that comprehensive poverty alleviation is an effective pattern to realize sustainable development in needy regions and roundly construct a moderately prosperous society. The avaluating index and model which designed in the paper will have much more significance in poverty-alleviation-project avaluating and poverty-alleviation-model selecting in future.
