Economic And Social Evaluation And Prediction Of Xiangxi Tujia And Miao Autonomous Prefecture Under The Goal Of Advancing China In To A Moderately Prosperous Society

In 2018,China has entered into a decisive phase of building moderately prosperous society in all respects.It is difficult for Xiangxi Tujia and Miao Autonomous Prefecture(hereinafter referred to as Xiangxi Autonomous Prefecture)to promote economic and social development and build a moderately prosperous society in all respects.The reason is that this poor area is located in the west of Hunan province with the largest population of the poor and old people.Therefore,it is of vital significance to study the economic and social development of Xiangxi Prefecture with the goal of building a moderately prosperous society in an all-round way.This paper firstly introduces the current form of economic and social development in Xiangxi Prefecture.The author measures the economic and social development indicators about the degree of completing a well-off society in the duration from 2013 to2016 by using the national general version of the evaluation index system for reference.Firstly,the results show that the subsystem of people’s living standard is in the first place.The resource environment,cultural construction and the democratic legal system follow closely.The subsystem of economic development comes last.Its completion degree is only between 60% and 80% in this four-year.Secondly,based on the above measurement for overall economic and social development and the five subsystems corresponding index system,the author uses GM(1,1)grey prediction model to predict the completion status of the overall system of the 13 th Five-Year period and the five subsystems.The prediction shows that the target of the economic development,people’s living standards,resources and environment subsystem can be accomplished.But the completion degree of the subsystem of cultural construction and democratic legal system has not reached the target by 2020,especially the subsystem of cultural construction which only reaches 84% by 2020.Therefore,Xiangxi Prefecture must accelerate the growth of corresponding indicators in the rest of time in order to achieve the goal of building a moderately prosperous society in all respects by 2020.To ensure the completion of building a moderately prosperous society in all respects by 2020,the author makes the following suggestions : wield the influence of industrial transformation and upgrading,and create new impetus for economic development;Improve innovation capacity comprehensively to enhance its economic support.Create "Culture +" industrial form to improve cultural competence;Strictly control the industries’ energy conservation and emission reduction to accelerate the construction of ecological civilization;Increase the reserve of legal talents and promote the development of democracy and the legal system.
