The Evaluation And Analysis Of The Active Fiscal Policy In China

The dissertation aims at putting forward a frame and a series of criterions, which are used to evaluate and analyze the active fiscal policy in China. It will be helpful to understand the active problems about the active fiscal policy more comprehensively and more profoundly. The dissertation is divided into four parts.The first part narrates briefly the theory and the historical practice of active fiscal policy, analyzes generally the enforcement process, illustrates the factors which influence the effect of active fiscal policy through the model IS-LM.The second part expounds comprehensively the practice of active fiscal policy in China from 1998 to 2002. The contents include the reason, the background and the objective, as well as the concrete measures and the total effect.The third part is the key section, where some new ideas, which are about how to evaluate and analyze the active fiscal policy in China, are putted forward. The contents include as following: considering fully the influence of economic globalization; thinking whether the policy is helpful to setting up the market-system as the most important criterion; paying attention to system crowing-out effect and policy crowing-out effect; analyzing simply the game participants in the policy-transmitted course through game theory; appraising generally the policy effect and putting forward new ideas and suggestions in succeeding active fiscal policy.The forth part is conclusive. The active fiscal policy should only play an auxiliary role in the whole reform course and should not be overestimated about its effect and influence.
